The rules state that we will have a 10-20 player minor league roster and that the initial 10 will come from the entry level draft. After that any others will come from an UFA style bid process.
My question is that without the minor league roster counting against the salary cap, why wouldn't everyone just jump on these guys. Most will likely not end up in the NHL for 3-4 years and by that time, we can sign them to a RFA before bringing them up to the NHL roster.
Am I missing something? I suppose that because we would be bringing them up as an RFA, others could play with that salary to make the host team eat a larger piece of the salary cap. But I'm wondering what puts the limits on spending for minor league players in the opening UFA for them.

That's a good question. I didn't think that through. Now I'm thinking the first team that claims them gets them. The entry draft will take care of most of the "can't miss" prospects anyway. It would be stupid to have a minor leaguer signed for $5 million or more. I'll rework that rule. Any other thoughts on this?

Again it kind of comes back to some sort of transaction cap. We could easily keep track of that in the transaction log. It could be decreased by the amount of the winning bid. First come first served is tough on Fantrax since we have a set date for closing off FA bidding.
We could have a posting section that everyone accesses and posts to. if you don't post, you do not receive the player. That way we can do the first come thing. Not too bad after the initial free-for-all. it does limit the guys that are not available in a pretty big way, though.

I think this will solve it. All new ELC signings will be first come, first served. That's only for players with less than 10 NHL games played. Other payers will be signed through regular UFA bidding.

You could do a limit of prospects added for day like 2 maybe so the first guy doesnt add 10 right off the bat
